Purpose:
Fix bin/reconfigure issue; update RELEASE.txt
Description:
Fixed a configure macro that was causing problems
with bin/reconfigure required some standard GNU
files that we don't care about. bin/reconfigure
should now run smoothly.
Also updated release.txt to indicate new
versions of autotools used to generate configure
and Makefile.in templates in this release.
