Purpose:

    Updating autotools in h4h5tools.

Description:

    Updated bin/reconfigure script to point to new
    versions of autotools in /mnt/hdf/packages.

    Removed libtool references from bin/reconfigure
    script since h4h5tools doesn't use it.

    autotool versions are now in line with HDF4/HDF5.
        Automake 1.11.1 
        Autoconf 2.65

    Regenerted Makefile.in's and configure
    with updated reconfigure script.

Tested:

    tested builds linking with hdf4 and hdf5 1.6/1.8
    on jam, linew, and amani.
