Purpose: Depreciate h4h5proj.zip

Description:
As the beginning of our H4H5Tools cleanup, we depreciate our Windows zip archive in favor of a directory structure and batch file to copy-- similar to what we've done in HDF4 and HDF5.  This will make it easier to maintain from a versioning perspective, and more uniform to the install process of other HDF libraries.

Tested:
Simply ran the install script on WinXP
