Purpose:
    h4toh5 and h5toh4 utilities at h4h5tools products are not supported on windows.
    Add projects and test in.
Description:
    h4toh5 and h5toh4 are moved from HDF5 to h4h5tools CVS tree. All autoconf supported platforms
    have been finished migrating. But windows is not.
Solution:
    Add them in.
    Add h4toh5,h4toh5dll,h5toh4,h5toh4dll projects.
   Add h4toh5testrun.bat and h5toh4testrun.bat.
Platforms tested:
    windows 2000
