Updated entries for H5set_libver_bounds and H5get_libver_bounds to document a bit more what is possible is this release and to 
add more details on what the functions do.     This because I didn't get the actual source comments done prior to the code freeze.

May still need some rearranging of content (from parameter explaination to overall description) but hopefully content is "done"
