    Description:
        Extended to discuss the following:
-- User block created by h5jam may include padding (either defined
or uninitialized) not found in the user-provided user block.
-- h5unjam will return a user block file containing any such padding.
-- It is the user's or the user application's responsibility to handle
           the extra material appropriately.
-- The size of a user block is more completely described.
A discussion of the intransitive nature of h5jam and h5unjam, including
an outline of a simple protocol that a user community might use as part
of managing user blocks, has been added to the "Caveats" section.
        -- Fixes JIRA task HDFFV-7671.

Additional minor edits and HTML updates.
