Description:
Add and update documents in Advanced/DynamicallyLoadedFilters/
for the more generalized "Dynamic Plugins" feature.
Add Plugins API (H5PL) to HDF5 Reference Manual:
RM_H5PL.html index page
H5PL/H5PLset_loading_state RM entry
H5PL/H5PLget_loading_state RM entry
Modify navigation bars throughout RM to include H5PL.
