Description:
    H5Pset_driver
    H5Pget_driver_info
        These two functions have been in the reference manual's HTML source
            but masked from display since they are used only in the creation 
            of virtual file drivers (VFD).   They are hereby revealed, but 
            with a note regarding their limited applicability.
        -- Closes Bugzilla entries 1258 & 1259.
        Minor formatting in both functions.
