Purpose:
    Bug Fix
Description:
    We only really need to go into the doc/ directory when doing a
    ``make install-doc''.
Solution:
    Stop it from going further than here if doing some other type of make
    and just print a message saying "Nothing to do here"
Platforms tested:
    Linux
