Description:
Update and restructure document list to:
Add "HDF5 Specification."
Remove "HDF5 File Format Specification" (now part of "Specs").
De-emphasize 1.6-to-1.8 transition (seems appropriate after 2+ years).
Move "Changes from Release to Release" out of 1.6/1.8 transition box.
Cleaned up HTML, removing a lot of unused code from prior rework.
Tested: Firefox
