Description:
Correct the statement re hard links to state that this function will
fail if called on a hard link.
-- Fixes Bugzilla entry 1790.
Rephrase descriptions of 'loc_id' and 'group_name'.
Add note to check link type with H5Lget_info_by_idx before calling
H5L_get_val_by_idx if the link type is unknown or uncertain.
