Description:
Add H5T_ORDER_MIXED as valid 'order' value;
note that functions now apply to all datatypes; and
(in H5Tget_order only) specific notes regarding opaque, ENUM, and
compound datatypes.

Add "History" section.
Other HTML updates and minor edits.
