Description:
Add "Programming Hints" with instructions for including the
H5LT interface in C or Fortran applications.
Fixes JIRA task 7720.
Correct h5ltfind_dataset_f signature and add note that "the error
code is passed back in the function's return value."
Fixes JIRA task 7517.
