HDF5_TOOLS_DIR path and HDF5_BUILD_SHARED_LIBS flags are now set with cmake when
linking JPSS HL to an autotools built HDF5 lib.

Updated the documentation with how to build JPSS HL when the hdf5 library was built with configure and JPSS is built using cmake.
