Problem:
Any freshly checkout source will attempt the do auto-configure stuff
again and that failed in platforms (e.g. Linew) that do not have all
the correct auto-configure software installed.

Fix:
Added the Maintainer mode control so that it is off by default.
This can be turned on during configure by
"./configure --enable-maintainer-mode"
