  clean up and more comments
  LZ4 now handles plugin directory properly
  BZIP2 build now uses env var HDF5_PLUGIN_DIR if set, --with-hdf5-plugin-dir if used, or /usr/local/hdf5/lib/plugin by default
  cleanup of top-level configure.ac
