Purpose: Adding files
Description:
Added dotnet files to repository:
tests: contains various test directories, each of which has a test
program called Program.cs (default name)
HDF5DotNet: contains library solution file, and some other source
files. I may need to rearrange this in relation to the
'src' directory. Looking into it...
Platforms tested: just storing at this point...
