hdf5_chunking_query_bmr

[svn-r27806] Fix property list serialization for values encoded by H5Pset_chunk_cache to be
compatible between 32 and 64 bit systems.
Expand cross platform property list encode/decode testing.
Fix warning in H5P__fill_value_enc.
