hdf5_chunking_query_bmr

[svn-r21569] Revision of the fix for Issue 7701 (H5LTdtype_to_text): I revised the code per Quincey's comments. (I changed the 1.8 branch first.  I'm aware of that.) 

Tested on jam, linew, and koala.
