Condition if (H5_VERS_SUBRELEASE) is incorrectly false when
H5_VERS_SUBRELEASE is 0, a valid value for H5_VERS_SUBRELEASE.
Updated to if (${H5_VERS_SUBRELEASE} STREQUAL "") with corresponding
reversal of action statements to avoid NOT.
