[svn-r14598] 1050 (B2) make H5TBdelete_record call H5Dset_extent and parameter checking. Removed #ifdefs regarding possible un-commenting of H5Dset_extent call in H5TBdelete_record. DONE NOW for 1.8, done already FOR 1.6 the H5Dset_extent function was done in 2002 but was at a time (2003-2006) previewed not to be used it is now being used again tested: windows, linux, solaris (in progress :-) )
