[svn-r20124] Bug fix (ID: 519) The content of bin/config_para_ibm_sp.sh has been added to release_docs/INSTALL_parallel long ago. Just got around to remove it. Tested: no need since nothing refer to config_para_ibm_sp.sh except MANIFEST. Ran bin/chkmanifest.
