Code cleanup
Description:
Switch name & logic from H5_LLONG_TO_FP_CAST_BROKEN to
H5_LLONG_TO_FP_CAST_WORKS, to better match the rest of the library.
Platforms tested:
FreeBSD 4.11 (sleipnir)
Too minor to require h5committest
