Purpose:
    Buf fix
Description:
    On DEC, H5Dff.f90 would not compile because of variables declaration
    order. Other UNIX platforms including J90 did not care.
Solution:
    Change the order of variables declarations.
Platforms tested:
     DEC Unix (gondolin)
