Bug fix
Description:
Change "H5_HAVE_PARALLEL" to "H5_HAVE_FPHDF5" around VFL ID, to prevent
daily builds from failing.
Platforms tested:
FreeBSD 4.9 (sleipnir) w/parallel
too specialized to require h5committest
