Purpose:
    fix "zero memory" routine  and change dimensional scale name size to MAX_DIM_NAME
Description:
    change bzero into h4toh5_ZeroMemory
    change dimensional scale name size(orginally MAX_NC_NAME) to MAX_DIM_NAME at converter.
