[svn-r20971] Issue 4278 - When reading data fails, the error message should say which filter isn't registered. This is the follow-up commit. The previous way to construct the name of the existent data file wasn't very safe. It could be cleaned up if any user builds the library in the source directory. Tested on jam - simple change.
