Purpose:
    Bug fix
Description:
    In several if statements, '>' was used in place of '<='.  This
    caused exceptions thrown inappropriately.  Replaced '>' by '<='
    where applicable.
Platforms tested:
    SunOS 5.7 (arabica)
    Windows 98
