[svn-r9964] Purpose:
bug fix

Description:
g++ was not happy with missing protocols of external functions.
Added print_manager_output(void) and phdiff_dismiss_workers(void)
to the public declarations.

Tested in sleipnir (g++) and heping (serial, pp)
