[svn-r12658] There was a bug in the repacktest.BAT on windows. If either szip or zlib filter was not present, the batch still tried to use h5repack tool to test the data compression feature. Therefore the h5repack test failed. Fixed the bug. Now if the compression filter is not present, that particular repack test will be skipped.
