[svn-r8828] Purpose:
Update.

Description:
Added cache.c to the Windows tests.  Updated H5Tinit.c.

Solution:
1. Added 2 new projects cache and cachedll to the Windows workspace.  These two projects include
the new source code cache.c.
2. Updated H5Tinit.c.

Platforms tested:
MS Visual C++ 6.0 and .NET in Windows XP.
