[svn-r12053] Purpose: VMS port
Description: defined H5_FC_FUNC_(name, NAME) for VMS since we cannot
run autoconf on that system
Solution: Used append methos to form the string; this may become the change
for all platforms after more testing
Platforms tested: heping, VMS server
