[svn-r21592] Purpose:
Minor cleanup of RELEASE.txt:
- formatting
- update platforms tested & known issues as of 1.8.7 release
(i.e. changes made to 1_8_7's RELEASE.txt never merged to 1_8).
(these will further be updated prior to 1.8.8 release).
Tested:
- release doc only, none needed.
