[svn-r6585] Purpose:
To update szip support on windows

Description:
Windows project files have been updatd

Solution:
Windows DLL doesnot work with szip compression. Look into it now.
Windows Static works with szip compression.

Platforms tested:
Since no HDF5 source code has been touched, only test on windows 2000 VS 6.0.
