Purpose:
    a minor bug on H5T.c
Description:
     should be HEREUTRN_ERROR(...,...,int,...)
     instead of HERUTRN_ERROR(...,...,int*,...)

Solution:
    change HERETURN_ERROR(...,...,NULL,...) into HERETURN_ERROR(...,...,FAIL,...)
Platforms tested:
    windows 2000
