	Bug-ish Fix
Description:
	"make check" would barf in this directory since there's not a
	"check:" target.
Solution:
	Added a ".PHONY" entry so that "make checks" and the like won't barf
	when they enter the pablo directory.
Platforms tested:
	Linux
