[svn-r8905] Purpose:
bug fix for windows testing

Description:
A function called H5C_stats_reset doesn't have H5_DLL in front of it,
it cause windows DLL test failed.

Solution:
Add H5_DLL in front of it.

Platforms tested:
windows xp, sol 2.7, linux 2.4, aix 5.1
