Purpose:
update windows project
Description:
H5Tinit.c is manually maintained on w2k, FUNC_ENTER and FUNC_LEAVE need to be consistent with the
rest changes of library.

Platforms tested:
w2000(many tests failed not due to the check-in, somewhere at H5P.c is not working correctly)
