[svn-r21571] Revision of the fix for Issue 7701 (H5LTdtype_to_text): I revised the code per Quincey's comments. (I changed the 1.8 branch first. I'm aware of that.) Tested on jam. But I tested the same change in 1.8 branch with h5committest.
