Introduce general-purpose tuple parser into tools/lib/
modify configure.ac to build makefile in new dir tools/libtest/
requires -lssl -lcrypto -lcurl to be set in environment variable $LIBS
...in order to compile and link correctly
add unit test program for tools/lib/h5tools_utils
will need attention for unit-testing macro paradigm
