[svn-r28119] RELEASE.txt: Fix typo and update software configuration tested. MANIFEST bin/* Moved package scripts to bin/pkgscrpts directory and updated them for HDF5 v1.8.16 release */Makefile.in Update LT_*_VERS_* numbers after running bin/reconfigure. Tested with h5committest.new
