Added 'select_write' and 'select_read' callbacks to the VFD layer.

Added H5FD_FEAT_PAGE_BUFFER_COMPATIBLE flag to the VFD flags, to indicate
that a VFD opts in to the page buffer capability.

Also corrected some issues with the page buffering code.
