[svn-r27095] Added preliminary code that builds the JNI wrappers. Unfortunately, I can't test this yet since I don't have the Java code in place to do so. I'll add that over the next week or two. In the meantime, the code compiles and builds/installs what looks like an appropriate set of libraries. The m4/ax_jni_include_dir.m4 file is from gnu.org.
