[svn-r25972] JPSS-160: Implement compression tool prototype version
Added the --cache_size option which controls the raw data cache size
at the file level.
Set up fapl (file access property list) if cache-size is defined and
use it to open both input and output files.

Tested: puffin (mac 10.9)
