[svn-r29611] Description:
Remove file format info checks in layout and EFL property comparison
routines, along with testing code that worked around those comparisons being
in place. Also, some minor code cleanups, to align w/trunk.
Tested on:
MacOSX/64 10.11.4 (amazon) w/serial & parallel
