[svn-r30067] Description:
Move testing routines that access internal cache data into testing routines.
Refactor tagging routines to allow them to be used by the new testing routines.
Also minor cleanups, etc.
Tested on:
MacOSX/64 10.11.5 (amazon) w/serial & parallel
