Added a check for an HDF5_USE_FILE_LOCKING environment variable
that can be used to disable file locking. Also added a test to
test/swmr.c.
Tested on: 64-bit Ubuntu 16.04 LTS (Linux 4.4.0 x86_64) w/ gcc 5.4.0
autotools serial w/ various environment variable values
