AM_MAINTAINER_MODE should be set to "disable" for releases. Check to see if it's enabled, and if it is, call switch_maint_mode -disable before creating release files, then set it back to enable afterward. (cherry picked from commit a659d6ed5aaf658f08da621c0dee078e894cc9d3)
