Partial merge of the evict-on-close new-style groups fixes. This is best done manually since the code has changed so much in this branch. This changeset updates the tagging macros in H5MF and H5FS. The cache_tagging test was updated to reflect the new, correct tagging and the evict_on_close test now tests new-style groups.
