[svn-r20953] Rework of the timer code.

- All functions now return error codes (or the equivalent).

- The timer "class" is now much more flexible.  These changes were made after an attempt at replacing the existing timer code.

- Ugly, #ifdefy code moved to a single internal function.

Still missing comments and not extensively tested.
